The Federal Ministry for Economic Cooperation and Development (BMZ) tested intensively and very critically the Nam Theun 2 project proposal in the run up to the World Bank’s decision. In the course of this, the risks were weighed up against the expected benefits of the project for economic and social development in Laos.

The benefit for Laos consists of income from the sale of electricity that is won from a renewable energy source. Because Laos, due to its low state of development at present, can use only a small part of the electricity itself, the remaining electricity can be sold to buyers in Thailand. The income flows into the Lao state budget and should serve the financing of programmes in the areas of basic education, basic medical provision, rural road networks, nature conservation projects as well as local economic development.

The World Bank has set up a review system to oversee this expenditure: regular reports will be made available so that the change can be reviewed by the participants and society.

BMZ examined and judge the risks of the project in detail. In the course of this, many existing studies were consulted, both to judge the NT2 project itself and the related development options for Laos. In the frame of the decision-making, numerous information discussions were held, including with representatives of the World Bank and with numerous NGOs.

These were based on the criteria that the World Commission on Dams established in its recommendations from 2000. On the basis of the reports of several expert groups, in which members of the World Commission on Dams were involved, BMZ came to the conclusion that these criteria are fulfilled.

Incontestably there are considerable impacts on the environment and the life of the people who live in the area through the project. Therefore it was decisive for us that about 10 per cent of the project budget is allocated for mitigation measures (creation of new sources of income and mitigation of the negative environmental impacts). This exceeds by far the corresponding expenditures in previous projects in Laos.

The German representative on the Board of the World Bank consented to the project on the basis of a weighing up and critical evaluation – jointly with all European countries.

Sehr geehrter Herr Lang,

das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung hat den Projektvorschlag Nam Theun 2 im Vorfeld der Entscheidung der Weltbank intensiv und sehr kritisch geprüft. Dabei wurden die Risiken gegen den erwarteten Nutzen des Projekts für die wirtschaftliche und soziale Entwicklung in Laos abgewogen.

Der Nutzen für Laos besteht in Einnahmen aus dem Verkauf von Strom, der aus einer erneuerbaren Energiequelle gewonnen wird. Da Laos aufgrund seines niedrigen Entwicklungsstands zur Zeit nur einen geringen Teildes erzeugten Stromes selbst verwenden kann, kann der übrige Strom an Abnehmer in Thailand verkauft werden. Die Einnahmen fließen in das laotische Staatsbudget und sollen der Finanzierung von Programmen in den Bereichen Grundbildung, medizinische Grundversorgung, ländliches Straßennetz, Naturschutzprojekte sowie lokale Wirtschaftsentwicklung dienen.

Zur Kontrolle dieser Verwendung hat die Weltbank ein Überprüfungssystem eingerichtet: die regelmäßigen Berichte werden offen gelegt, so dass die Umsetzung auch von den Beteiligten und der Gesellschaftüberprüft werden kann.

Das BMZ hat die Risiken des Projekts eingehend untersucht und bewertet. Dabei wurden viele vorliegende Studien herangezogen, sowohl zur Bewertung des Projekts NT2 selbst. als auch zu den damit verbundenen Entwicklungsoptionen für Laos. Im Rahmen der Entscheidungsfindung wurden zahlreiche Informationsgespräche geführt, darunter sowohl mit Vertretern der Weltbank als auch mit zahlreichen NRO.^

Dabei wurden die Kriterien zugrunde gelegt, die die World Commission on Dams in ihren Empfehlungen aus dem Jahr 2000 aufgestellt hat. Auf der Grundlage der Berichte mehrerer Expertengremien, an denen auch Mitglieder der World Commission on Dams beteiligt waren, kam das BMZ zum Ergebnis dass diese Kriterien erfüllt werden.

Unbestreitbar werden durch das Projekt erhebliche Eingriffe in die Natur und das Leben der im Gebiet wohnenden Menschen ausgelöst. Deshalb war für uns entscheidend dass ca. 10% des Projekt-Budgets für Ausgleichsrnaßnahmen (Schaffung neuer Einkommensquellen und Ausgleich der negativen Umweltauswirkungen) bereitgestellt werden. Dies übertrifft bei weitem die entsprechenden Aufwendungen bei früheren Projekten in Laos.

Der deutsche Vertreter im Board der Weltbank hat dem Projekt Nam Theun 2 auf der Basiseiner abwägenden und kritischen Bewertung zugestimmt – gemeinsam mit allen europäischen Ländern.
